Welcome to the December 2009 Positive Solutions newsletter. 2009 has seen Positive Solutions undertake major consultancy projects from Cairns and Geelong to the West Kowloon Cultural District in Hong Kong.  

We have used our expertise in cultural infrastructure development to assist Arts Queensland in developing criteria for investment in cultural facilities throughout the State. Our specialism in arts strategy and curatorial frameworks for hospitals and health institutions has led to our appointment as principal arts advisors for the Gold Coast University Hospital development. The launch of an unique support service for board members – BoardConnect – was rewarded with a two-year commitment of support from the Queensland Government. And, finally, we have been undertaking international research on funding models for individual artists for a major new initiative to be launched in 2010.

Carriageworks Review

Positive Solutions prepared a cost analysis of CarriageWorks in Sydney to assist the NSW State government in determining financial support for the facility to achieve its stated vision and objectives. The consultancy included a benchmarking exercise of other contemporary arts centres across Australia, along with customised financial modelling.

Arts NSW Cultural Facilities Audit

Positive Solutions has been commissioned by Arts NSW to conduct a cultural facilities audit of NSW in order to create a detailed database of current cultural infrastructure.  Positive Solutions will be contacting local governments across NSW to gather relevant information on their cultural infrastructure assets including performing arts centres, galleries, museums and libraries. The information will guide future state government planning and investment strategies. The Facilities Audit builds on valuable experience gained undertaking a similar audit for Arts Queensland.

Torres Strait Regional Authority 

As a continuation of work undertaken on the Torres Strait Arts Development Strategy in 2005, Positive Solutions has been commissioned by the Torres Strait Regional Authority (TSRA) to develop a broader cultural policy and plan for the Torres Strait region to guide the work of the Authority through a new art, culture and heritage program. Positive Solutions director Cathy Hunt assisted TSRA staff in the organisation of a two day cultural leaders workshop on the Island of Poruma in November to determine the cultural needs and ambitions of all Island communities. Participants also had the opportunity to hear from Arts Queensland Deputy Director General Leigh Tabrett on the work of the State Government in the area of arts and cultural development. 

South Bank Playscapes Brisbane

Positive Solutions was engaged by South Bank Corporation to provide a curatorial framework for a new playground that is being constructed as part of the Boardwalk Redevelopment. The playground will be a collaborative project between a artists and Senior Landscape Architect and Urban Designer Darryl Mills from City Design (Brisbane City Council). It is the intention for this project to create a unique playground for the South Bank cultural precinct that embodies the meaning and histories of the area. Particular consideration has been given to the immediate natural environment, indigenous cultural heritage, and the site’s identity within the broader context of the South Bank peninsula. Positive Solutions is currently managing the artist commissioning process.

PROGRESS REPORTS

Public Art for the City of Darwin

Over the last few months we have been working with Darwin City Council on three inter linked projects – the preparation of a public art commissioning strategy for Darwin’s CBD, the identification of artwork opportunities for the refurbishment of the Mall and providing mentoring opportunities for Darwin City Council Cultural Officer Alice Rae. As part of the consultancy, Renai Grace of Creative Sight, together with Urban Art Projects were contracted to undertake a workshop for Darwin artists wishing to develop their public art practice.

Gold Coast University Hospital

Work is progressing well in the artwork program for the Gold Coast University Hospital (GCUH). Twelve artists are currently developing concept designs for five major public art opportunities. Further research is being undertaken on a broader art program indentifying opportunities for arts and cultural organisations on the Gold Coast to become directly involved in the program, a structure for the on-going management of the art program at the hospital and the identification of funding partners. 

BoardConnect 

After a short spell post-pilot, BoardConnect returned to work with full force in the latter  half of 2009 offering a full suite of services including the BoardPulse diagnostic tool, a round-table series and an inaugural webinar facilitated by Louise Walsh from Artsupport. Plans are currently in hand for an exciting program in 2010 that will offer three arts organisations the chance to engage in a 12-18 month intensive board development program. Organisations have been invited to submit expressions of interest and the three chosen will commence discussions to develop an individually customised program early in the New Year.

In addition, BoardConnect is planning a week-long residency in Cairns and Townsville in late February. The residency will involve public workshops and briefings, as well as in-house discussions with boards of interested arts organisations.  For more information or to register your interest in attending a workshop or briefing, contact BoardConnect Program Manager, Kirsty Veron.

West Kowloon Cultural District

This 40-hectare harbour-side site will house multiple arts and entertainment venues, a major new museum, gallery and exhibition centre, along with retail, dining and other components. Positive Solutions has been involved from the early stages of the District’s development, and is currently assisting with concept development and Masterplanning for the site as a whole, and business planning and organisational structures for the individual performing arts venues.

COMPLETIONS

Cairns Cultural Precinct

Through the Queensland State Government’s Project Services Positive Solutions and Architectus were engaged by Cairns Regional Council to develop a masterplan for a proposed new harbour-side Cultural Precinct for Cairns, including business plans for a performing arts centre and a museum.  Following local consultation, and specialist industry consultation nationally, the initial plans have now been prepared. The potential harbour-side location presents exciting opportunities, and would link with current developments at the Cruise Terminal and with nearby hotel and tourist amenities.

Geelong Cultural Precinct Demand Assessment

Following increasing interest and commitment from both local and Victorian State Government, Positive Solutions was engaged to review earlier feasibility and planning work we undertook in relation to an upgraded Geelong Performing Arts Centre, Library and Heritage Centre. The review was to further test the assumptions regarding facilities configuration, prior to more detailed design work taking place.

Cairns Centre of Contemporary Arts (CoCA)

Positive Solutions was engaged by Cairns Regional Council to develop a business plan that will assist Council in determining whether to take on operating responsibilities for the venue, and to enable it to develop the Centre as a vibrant, popular and viable centre for contemporary arts.

Positive Solutions' Director Cathy Hunt recently spoke at a free seminar on Art in Hospital Environments presented by Gold Coast City Art Gallery in collaboration with Gold Coast University Hospital. Art is now being seen as an important element within hospital and healing environments and Cathy profiled the underlying processes, principles and strategies used by Positive Solutions in curating both public art and 2D artwork for the new Mater Mothers' Hospital.

Staff 

Kirsty Veron
Positive Solutions would like to welcome Kirsty Veron as BoardConnect’s new program manager. Kirsty has worked in the arts for more than 35 years, in a range of capacities and across several artforms.  Before joining the team at BoardConnect, her experience included two years as manager of Southern Cross Soloists, twelve months as acting manager of the Redcliffe Cultural Centre, seven years as manager of Queensland Arts Council’s multi-artform program, Ontour byrequest, and two years as General Manager of Darwin Theatre Company.  She also spent many years in Townsville and at various times worked for Dance North, New Moon Theatre Company and Townsville Community Music Centre.  Kirsty’s board experience includes six years as Secretary of the board of Brisbane Writers Festival from 2001, as well as time served on the boards of New Moon Theatre Company, Townsville Community Music Centre and several community organisations. 

Ben Hampe
Positive Solutions Visual Art Project Manager Benjamin Hampe is relocating to Singapore in January 2010 to take up a management position with a commercial art gallery and start an art consultancy company. We wish Ben all the best in this next phase of his career.

Christmas Closures
The Positive Solutions Office will be closed over the Christmas period from Thursday December 24, 2009 through to Friday January 1, 2010. We will reopen on Monday January 4, 2010.
