MULTI-YEAR INVESTMENT PROGRAMMES REVIEW

Positive Solutions were engaged to review Creative New Zealand’s Multi-Year Investment Programmes.

Creative New Zealand’s Recurrently Funded Organisations programme was discontinued in 2010 and they introduced two new programmes for multi-year investment in arts infrastructure – Toi Totara Haemata and Toi Uru Kahikatea. These two complementary funding programs were intended to provide stability and flexibility in Creative New Zealand’s approach to arts funding.

Positive Solutions delivered an external review including surveys, interviews and research in the achievements of the new programmes.  The programs were assessed for their efficiency and effectiveness, and the degree to which the programmes are understood and supported by the arts sector.

Our report made a number of key recommendations to strengthen the effectiveness of the programmes. These recommendations were approved by Creative New Zealand and are currently being progressed.
