Crafting a sustainable operational framework for the Yalukit Willam Gateway Building

THE CONTEXT

Rooted in a commitment to honouring Indigenous heritage and promoting environmental stewardship, the Yalukit Willam Gateway Building emerged as a response to the growing need for inclusive and sustainable community spaces. Drawing inspiration from the rich cultural history of the Boon Wurrung people and the ecological significance of the Reserve, the proposal sought to create a multifaceted centre for learning, connection, and empowerment.

THE BRIEF

Bayside City Council’s goal was to create a robust operational framework, aimed at fostering community engagement and ensuring the project’s long-term success. Positive Solutions was tasked with assessing available operating models and benchmark similar reserves in Australia. The brief underscored a need to address both operational and programmatic aspects of the initiative, including comprehensive program development, staffing roles, financial planning, and design brief formulation.

OUR APPROACH

Our assessment considered a range of factors, including the level of Council control, staffing requirements, financial sustainability, and community engagement mechanisms. Following benchmarking research and analysis, we evaluated various options, such as in-house management, outsourcing to non-profit organisations, or establishing a new not-for-profit. We focused on aligning the project with the cultural and environmental values of the community, ensuring respectful consultation with Traditional Owners, and integrating best practices in sustainability.

THE RESULT

Our report provided a detailed roadmap for the Yalukit Willam Gateways Building’s future governance and operations. The report placed emphasis on developing a strategic business plan, fostering partnerships, and establishing clear monitoring mechanisms to track progress. Our recommendations guided the initial stages of implementation and also set the stage for long-term growth, financial sustainability, and community impact. Our collaboration with Bayside City Council has paved the way for establishing the Gateway Building as a hub for education, cultural exchange, and environmental stewardship, leaving a legacy for both present and future generations.
