Events Management and Programming Consultant for The Hinkler Regional Deal
> THE CONTEXT
Evolved from an amalgamation of small seaside villages along the Fraser Coast, Hervey Bay is the Fraser Coast’s main regional centre.
Supported by funding from the ‘Hinkler Regional Deal’, the Fraser Coast Regional Council is committed to building a new Administration Building (including a Disaster Resilience Centre), and a new Community Hub as part of its Hervey Bay City Centre Master Plan.
The Hinkler Regional Deal affords an opportunity to reimagine how Council provides community services and its role in acting as a catalyst for economic growth, resilience and liveability.
> OUR APPROACH
The first stage, Functional Brief Development included the review of relevant documentation, a benchmark scan of co-located performing arts and library/ civic facilities and the development of an Engagement Plan.
Following on from Stakeholder Engagement, a Functional Design Brief, and Programming Framework and Operating Costs were developed. These included a reverse brief, and events-focused inputs into the Functional Brief. A Programming Framework was prepared, along with an operating model and financial/operating cost implications.
> THE BRIEF
Fraser Coast Regional Council engaged Positive Solutions to advise on Events Programming for the new Council Library and Administration Centre at Pialba, Hervey Bay – a project which would inform the functional design brief for the building and site. The project was also to examine the case for inclusion of a performing arts facility within the new Library and Administration Centre. We were supported by Setting Line Theatre Consulting.
> THE RESULT
Positive Solutions provided specialist advice related to the inclusion of arts and events within the new Library building at the Pialba Town Centre civic and cultural development. We liaised with the design team to ensure that the design development process accommodated the needs of Council’s and eternal hirers’ events. We also went on to create a detailed indicative program for each space in the precinct, internal and external, and for the precinct as a whole.
