A GRANT-MAKING STRATEGY FOR THE HONG KONG JOCKEY CLUB CHARITIES TRUST

> THE CONTEXT

The Hong Kong Jockey Club Charities Trust (HKJCCT) is Hong Kong’s largest community benefactor, operating as a not-for-profit organisation, with an internationally-recognised commitment to the development of Arts and Culture. To further fulfil this commitment, HKJCCT recognised the importance of developing a formal Grant-Making Strategy. This would optimise the HKJCCT’s impact on the future of Arts and Culture in Hong Kong.

> THE BRIEF

The Trust required consultants to develop a practical and implementable Strategy ranging from a high-level vision reflecting the core aims and principles of the Trust, to a route map which could be utilised day-to-day by the Trust’s staff and advisors in shaping and effecting Trust investments in the arts, cultural and heritage sector. Positive Solutions’ previous experience of arts sector development – over 15 years of projects in Hong Kong – gave us a valuable grounding for the project.

> OUR APPROACH

In close consultation with HKJCCT, Positive Solutions conducted mapping and issues identification for the Hong Kong Arts and Culture landscape through desk research, interviews, and focus group discussions. Our work included international benchmarking of relevant models, frameworks and initiatives, within six jurisdictions. We also drew on analysis of the Trust’s recent grant-making, prepared by HKCCT officers. We prepared working papers which formed a basis for discussion with stakeholders.

> THE RESULTS

Positive Solutions created a final report summarising our findings in relation to the Hong Kong Cultural Sector, the Trust’s previous outcomes, and international practice of relevance to the Grant-Making Strategy. The results of the Strategy were presented to a HKJCCT audience upon completion.
